how do i make a single layer tulle overlay for a skirt?

The wedding dress I am going to use is white full skirt with a layer of white tulle over the top. I did not want a white dress so I am making a few alterations to the gown. I have already decided to change the zipper back to a corset back with purple ribbon ties. I would like to put a layer of purple tulle between the white tulle and the underskirt so that the sheer purple fabric shows through the white but is not over powering. I have found several patterns for a single layer Tule skirt however the gathering would make it a little too poufy and throw off the silhouette of the dress. Are there any tips that could help me figure out how to make the skirt lay more flat but still not squish the dress? I was going to use the idea of a separate layer skirt so that the dress can be returned t a normal white when the day is over. The designee for the corset back that I am using is also reversible so when I remove the alterations the dress will look as if it never had been altered.

If you want to add a ribbon around the waist you can add the layer of tulle to that. Cut out a circle skirt. It will eliminate the gathers around the waist. (think of the 1950's poodle skirts. they were very full with no gatering around the waist.) this does use a lot of fabric
